The solution is to use the installation media from July 2023 or earlier and execute the in-place upgrade with dynamic updates disabled. The symptom of the issue is that the in-place upgrade gets stuck, typically at 14%. We have confirmed the issue when upgrading to Windows 11 22H2 using the Danish or English installation media from August or September. These updates have been merged into the installation media (ISO) and therefore also affect CapaWinUpgrade.
